Program Overview

Employment Program Coordinator’s (EPC’s) are responsible for the overall supervision and administration of a variety vocational interventions and programming.  Many programs consist of dual roles including Program Coordinator (PC) and Work Transition Coordinator (WTC). The EPC will be advised on the processes and procedures of each role and intervention, and thus, will be expected to be prepared to serve in either capacity and may be reassigned to separate programs/roles as determined by the needs of the Employment Programs Department.

  • Program Coordinator: The Program Coordinator is responsible for the overall supervision and administration of the Group-Based Employment Skills (GBES) of the program including project management, planning, organizing, leading, growing, and risk management of program activities. The Coordinator is responsible for ensuring all YWCA procedures, policies are followed, and ensuring any staff or volunteers they may supervise are in compliance with these procedures and policies in addition to effective leadership and management. The Coordinator contributes to the advancement and achievement of the YWCA mission, vision, values, guiding principles, strategic plan, business plan, and departmental plan.

 

  • Work Transition Coordinator: The Work Transition Coordinator is responsible for the of the Work Experience (WE) component of the program including work placement development, including, but not limited to; employer engagement and retention, placement management, planning, organizing, leading, growing, and risk management of work placement activities. The WTC is responsible for developing relationships with participants during the workshop phase of programming, and then supporting participants when they transition into work placements. The WTC is responsible for ensuring all YWCA procedures, policies are followed, and ensuring any staff or volunteers they may supervise are in compliance with these procedures and policies in addition to effective leadership and management. The WTC contributes to the advancement and achievement of the YWCA mission, vision, values, guiding principles, strategic plan, business plan, and departmental plan.

Essential Duties of the Position:

  • Advance the vision and mission of YWCA Halifax

Program Management

  • Responsible for overall coordination and administration of the employment program as designated by the Associate Manager.
  • Responsible for developing work plans for achieving goals/objectives/outcomes.
  • Responsible for reporting and tracking results of outcomes/outputs, and course correcting as required ensuring achievement of goals/objectives
  • Responsible for overall coordination and administration of the GBES of the designated employment program as designated by the Associate Manager.
  • Responsible for developing, coordinating, and maintaining work placements independently and in collaboration with program participants and is required to develop and maintain positive partnerships with existing and potential employers
  • Responsible for case management of participants and participant mentoring through the entirety of participant work placements.
  • Liaison with the violence to resilience team to offer adaptive and responsive services to survivors of gender-based violence.
  • Works collaboratively with their partnering EPC (if applicable) and may provide additional administrative support to the Team Lead.
  • Ensures that program activities operate within the polices and procedures of the YWCA, and ensures the development and implementation of appropriate operational/program procedures for designated projects and programs for approval by Manager
  • Ensures implementation of a regular and robust program evaluation (meeting both funder and overall organizational needs) to assess the strengths of the program and to identify and assess areas for improvement
  • Ensures that program activities comply with all relevant legislation and insurance coverage
  • Develops and implements appropriate systems to ensure monitoring of designated program activities and tracking towards the stated project/program goals and outcomes
  • Maintains appropriate program record-keeping in accordance with YWCA policies and procedures, and confidentiality/privacy policies
  • Provides regular program reports to Team Lead within specific reporting schedule using provided templates
  • Identifies, reports on, and evaluates the risks associated with the program activities and takes appropriate action to control the risks
  • Undertakes research in program areas and best practices to ensure program quality and innovation
  • Ensures the planning of the GBES and Work Experience portion of the program and its activities in accordance with the mission, goals, strategic directions, and guiding principles of the YWCA
  • Develops new initiatives to support the strategic directions of the YWCA
  • Develops and implements long-term plans, goals, and aids in development of to support programs and projects
  • Ensures compliance with all YWCA HR Operating Practices, templates, and procedures in the management and oversight of facilitators/volunteers
  • Ensures that participant files are properly maintained and kept confidential

Financial Management

  • Ensures that the designated projects and programs operate within the approved budget, including proactive achievement of revenue goals if applicable.
  • Ensure the program operates within approved YWCA’s financial policies and procedures, including purchase order and billing procedures
  • Ensures effective management of all financial records, including, but not limited to; participant pay roll procedures, employer invoices, and mileage.
  • Supports YWCA systems relating to payroll and benefits administration

Grant Development

  • Participates in supporting/contributing to grant proposals
  • Mobilizes community partners for prospective projects/programs
  • Identifies prospective opportunities based on program participant feedback and provincial/federal funding priorities

Other Duties

  • Communicates with stakeholders to gain community support for programs and to solicit input on how to improve programs
  • Nurtures and forms meaningful community partnerships
  • Serves in community/sector task forces and committees as appropriate
  • Participates in YWCA and community-based advocacy activities that are consistent with YWCA policies
  • Supports partnerships, extension work, and other activities within the YWCA movement
  • Identifies and pursues opportunities for personal and professional development
  • Ensures the maintenance of all files, information systems, and databases related to areas of responsibility
  • Other duties as delegated by the Team Lead, Manager, Director and/or Executive Director

 

Working Conditions

  • WTC will begin job/placement development and community engagement immediately upon hiring.  This will consist of virtual engagement and in person connections.
  • Coordinators/Managers usually work in an office environment but programs and projects may take employees to non-standard workplaces (e.g. meetings with employers, etc.)
  • Coordinators usually work a standard work week with pre-set office hours but may be required to work some evenings and weekends to meet project/program milestones, deadlines, or deliver programs/services. Schedules and adjustments approved by Manager.

 

Qualifications and Requirements:

Undergraduate degree in related field or equivalent experience, understanding of program coordination, planning and evaluation in an outcomes-based framework, as well as an understanding of trauma-informed practice. Strong administrative skills, strong financial management skills, organizational development and advocacy skills and an ability to work independently and in a team environment. Effective interpersonal and organizational skills, high level of computer literacy, ability to maintain collaborative partnerships, internal and external to the organization, knowledge and interest in community development strategies from a feminist theoretical perspective. Ability to train, supervise, and motivate volunteers and participants. Experience in community engagement and conflict resolution are essential, as well as knowledge of labour market trends, job development techniques, and employment support strategies.
